The Regulation of the Minister of the Interior and Administration of April 14, 2025, concerning the Central Resource Registry for Civil Protection and Civil Defence, is a supplementary document to the Act on Civil Protection and Civil Defence. Entering into force on May 1, 2025, it defines the method of resource registration, the procedure for maintaining records at the central and provincial levels, and the system's minimum functional requirements.

The Central Resource Registry (CRR) is a unified IT system designed to register, update, and monitor civil protection and civil defence resources by authorized bodies and entities. Operating within a centralized architecture, the system ensures real-time generation of analyses, reports, and statistics. In parallel, Provincial Resource Registries function in integration with the CRR, ensuring a complete reflection of the situation on the ground.

Transparency and Operational Continuity

According to the regulation, each civil protection entity appoints individuals responsible for managing the registry, who are granted access to the system within 30 days. The system meets strict requirements: it allows actions to be assigned to specific users, ensures high availability, supports backup creation, data encryption, and operates within a training environment.

In the event of a system failure, data on emergency resources is transmitted to State Fire Service command posts via radio or telephone. Information about other resources is directed to crisis management units within provincial offices, where it is promptly entered into the system.

Integration and Interoperability

The CRR integrates with key IT systems, such as the registry of healthcare entities, the Health Protection Resource Registry System, and the State Fire Service Decision Support System. This integration streamlines data exchange and enables rapid decision-making during emergencies.

Civil protection authorities and entities are obliged to promptly update data, especially when there are changes in resource quantity or availability. The status of resources must be continuously monitored, particularly in terms of falling below minimum operational thresholds.

 

The Central Resource Registry is not merely an administrative tool – it is the foundation of civil protection and civil defense, enabling faster, more effective, and safer responses to emerging threats.
